With a career spanning over three decades, I have held important positions including Federal Secretary and led Police organizations of Punjab, Sindh, National Highways and Motorways and Islamabad as the Inspector General.
I had the opportunity of being the first ever Pakistan Police Commissioner for United Nations – African Union Mission in Darfur), the largest hybrid peacekeeping mission in the world, as well as the Planning Coordinator for UNMIL (Liberia) and the Chief of Operations for ONUMOZ (Mozambique).
My experience has allowed me to gain expertise in the formulation of public policies, strategic planning, managing organizations and tactical maneuvers, along with efficient coordination with other stakeholders. As part of my work, I engaged in team building exercises and synergizing actions to uphold good governance and the rule of law.
In my role as a leader of organizations, I have actively prepared and supervised curriculum, training modules, investigations, cybercrime, and forensics-SOP. I developed policies and optimized human resources and logistics to hold fair elections, census, National events and responding to challenging incidents. Acquired skills to efficiently work in partnership with administration, courts, election offices, and other relevant stakeholders
Worked on the policy formation and its enforcement, reforming and restructuring organizations, and designing national and departmental governance models to augment the functioning and achievement of the mandated goals. Assisted various law firms in solicitation of case files
Internationally, assisted United Nations in mediation, peacekeeping, humanitarian assistance, human rights programs, elections process, training, investigations, and associated programs as chief operations at Nampula, Mozambique, and as Planning Coordinator in Liberia 2004/05. As Police Commissioner at Darfur, Sudan carried local plebiscite and in association with UN agencies conducted capacity building of administrative and tactical officers.
Among my accomplishments are successful partnership with USIP, USAID, INL, ICITAB, ATA, GIZ, UNODC, UNDP, NCA, and other NGOs on several programs involving human resource capacity building, development and reorganization of departments, and main streamlining of marginalized segments.
I had joined the civil services after doing Masters in Philosophy from the Karachi University. Later, I did LLB from Quetta, LLM in Human Rights Law at SOAS, London and obtained a Doctorate degree from Islamic University, Islamabad in Politics and International Relations.
I am passionate about literature, history, international and Human Rights law, strategic-peace-conflict studies and philosophy, which have led me to publish articles in national and international journals. On a visiting faculty basis, I have been affiliated with the Karachi University, Quaid-i-Azam University, International Islamic University, NED, LUMS, BZU, IBA, NSPP, NDU, NIMS, NUST, among others.
I am humbled by the fact that my services have been recognized by two gallantry awards: the Quaid-e-Azam Police Medal-the President Police Medal and a National Honor of Tamgha-i-Imtiaz and three UN Peace Medals.

Achievements
1. Establishing schools of investigations, counter terrorism, finance, intelligence, and IT, anti-riots, MT, law & order, and others.
2. Preparing policy papers, taking reforms initiatives, establishments of Smart Police Facilitation Center, successful adoption, and implementation of National Internal Security Policy (NISP).
3. Initiated for establishment of Safe City Project in Karachi; Establishment of Forensic Labs at Divisional level; E- enablement.
4. Launched Community Policing projects; Development programs; Local & International Training / capacity building seminars for staff; annual plans; job descriptions; master policing plan for organizations; Training modules; road safety education programs.
5. Founded Naseerabad housing for staff welfare; various gyms for staff fitness; daycare centers for female staff; vehicles, HR, Logistics management policy.
6. Prepared Pakistan crime data analysis report 2001-2015 and later 2016-2022
